Steve Burton TFL

Steve Burton is Director of Community Safety, Enforcement and Policing at Transport for London (TfL). The Directorate includes the Transport Policing Team who have responsibility for developing TfL strategies and policies relating to transport policing and community safety on the transport system in London. The team also has responsibility for the performance and contract management of TfL’s agreements with policing agencies for policing services, these currently provide over 2,000 uniformed officers on London’s transport network. In addition, the team provides crime reduction, problem solving, project management, mapping and analysis services around TfL’s policing agenda. In addition, the Directorate contributes to TfL’s overall operational security agenda and has responsibility for revenue protection on London’s bus network and camera enforcement of traffic regulations.

Previously Steve worked for the Greater London Authority as Head of Strategic Performance managing teams of staff responsible for mayoral briefings on crime and transport issues and monitoring the activities of the GLA Group as a whole (including TfL and the Metropolitan Police Service (MPS).

Cindy Butts MPA

Cindy Butts became a member of the Metropolitan Police Authority (MPA) in 2000 and was returned for a second term of office in July 2004, since when she has been continually elected as one of the Authority's two deputy chairs. Holding a BA in Social Anthropology and Politics from the School of Oriental and African Studies, University of London, Cindy was formerly a researcher for the Economic Secretary to the Treasury and then a House of Commons Researcher. Cindy is a member of the Home Secretary's gun crime round table, a long-standing member of the Operation Trident Independent Advisory Group, and chairs the London-wide Crown Prosecution Service Hate Crime Scrutiny Panel. She chaired the MPA's significant gun crime scrutiny, published in February 2004, co-chaired the Authority's scrutiny into MPS participation in Crime and Disorder Partnerships, and also led an independent evaluation of MPS Community Race Relations training. She was a panel member for the Authority's ground breaking year-long enquiry into the causes and effects of terrorism amongst our diverse communities, 'Counter-Terrorism: The London debate', which published 73 recommendations in February 2007. Cindy leads for the Authority on the Citizen Focus agenda within the MPS and co-chairs (with Baroness Helena Kennedy) the MPA Domestic Violence Board set up to monitor, scrutinise and support the MPS in its performance and response to domestic violence. She is currently leading a working group to oversee MPS participation in the national trial extending the use of Taser to non-firearms trained police officers. Sarah Ebanja

Sarah has recently retired from her posst as LDA Deputy Chief Executive and Group Director Jobs, Skills and Youth.

Prior to joining LDA Sarah spent 5 years as Islington Council's lead chief officer for all matters relating to the multi million mixed-use Arsenal Development scheme the centre-piece of which is the new Emirates Stadium.

Altogether Sarah has over 20 years experience operating at senior levels in London’s public sector.

Past positions include Deputy Chief Executive of Islington Council (2001 to 2002); Director of Local Government and European Programmes at the Government Office for London (2000 to 2001); interim Managing Director  and Deputy Chief Executive of Hackney Council (1996 to 2000): Assistant Director of Education at Lewisham Council (1992 to 1996).

Sarah's interest in place making and communities is reflected in her voluntary interests which have included being: a member of English Heritage's and CABE's Urban Advisory Panel; an advisor to Common Purpose and to Chicks with Bricks; a non executive director of the Stephen Lawrence Charitable Trust; RIBA Trust: member of the Princes Trust Regional Council and, of course, a trustee of Safer London Foundation.

Austin Lewis VT Critical Services

Following the acquisition of a number of Lex businesses from RAC Plc, by VT Group Plc in April 2006, Austin was appointed Managing Director & General Manager of VT Critical Services, within the VT Support Services division in October 2006. As Director & General Manager, he has recently led the VTCS team to the successful win of the governments New Dimension programme, a 16 year contract worth in excess of £120 million. In addition, Austin is responsible for VT Airside Solutions (managing British Airways ground support equipment) and VT Emergency Services (managing the Metropolitan Police Service fleet and delivering fire service training across the country). The business has an annual turnover of more than £60 million and employs some 600 people. Austin joined Lex in 1989 and held a number of senior roles within the organisation over 15 years, including that of Director of Lex Vehicles Solutions, Director (Defence) of Lex Transfleet, Managing Director of Lex Industrial Machinery and Managing Director of Lex Komatsu Forklift (South) Ltd. He is vastly experienced in the successful management of complex projects and acquisition/disposal deals. This success has been underpinned by providing outstanding customer service through strong motivation and people development.

Richard Reid KPMG

He joined KPMG in 1980 and was appointed a partner in 1991. He is Chairman of KPMG London, having previously been the Chairman of one of KPMG’s four UK Market Groups – Consumer and Industrial Markets. Richard spent considerable time in the past dealing with Corporate Restructuring but his main focus for the last 20 years has been with International clients, primarily in the Consumer and Industrial sectors in audit and advisory. He is currently the senior partner on four FTSE 100 audit clients and on numerous other clients including the Office of The Prince of Wales and Duchess of Cornwall. Richard sits on the Counsel of The Institute of Chartered Accountants in England and Wales (and on various related bodies). He is on the Boards of The National Heart and Lung Institute and the British Lung Foundation and sits on the Marketplace Taskforce of Business In the Community (BiTC). He is also a Governor of an independent Girls’ school.

Tim Godwin Metropolitan Police Service

Tim joined the Metropolitan Police Service in November 1999 as Commander (Crime) for South London, and then went on to be South East Territorial Commander and then Commander (Crime) for Territorial Policing. He was promoted to Deputy Assistant Commissioner - Territorial Policing in 2001, then to Assistant Commissioner - Territorial Policing a year later.

During his time in Territorial Policing he oversaw the introduction of a number of 'Havens' in London where victims of serious sexual assault can receive immediate medical and psychological support.

He jointly led with Denis O'Connor on the National Reassurance Policing Programme which included the roll out of neighbourhood policing in England and Wales and the Safer Neighbourhoods programme in London. He is currently responsible for Criminal Justice on behalf of ACPO and is Chair of the London Criminal Justice Board (LCJB).

He was appointed acting MPS Deputy Commissioner in December 2008 and became the permanent appointee in July 2009. Tim was awarded the OBE in the Queen's New Year's Honours List in 2003 and the Queens Policing Medal (QPM) in the Queens New Year's Honours in 2009. Tim is keen rugby fan, having played in younger years, and attends matches as and when time permits. He is married and has a teenage daughter.

Tony Sarin Asian Busines Association

Tony Sarin began his career as an accountant before he founded a software and technology company, Softtechnet plc, at the height of the dotcom boom. He then founded Numerica plc, the professional services consolidator and, as a result of several key acquisitions, the firm grew rapidly. He has acted as a business ambassador for the London 2012 bid, serves as a trustee of the Safer London Foundation and has been included in Management Consultancy’s Top 50 UK Financial Power list for both 2003 and 2004. Mr Sarin also sits on the Bank of England’s small business panel and this year he received the Business and Commerce Award at the Lloyds TSB Asian Jewel Awards in London. Bruce Melizan Interserve

Bruce Melizan is an executive Director of Interserve Plc and Managing Director of Interserve’s Support Services division. Interserve is a services, maintenance and building group operating in the public and private sectors in the UK and internationally. Interserve offers advice, design, construction and outsourced services for society's infrastructure and provide a range of plant and equipment in specialist fields. Interserve is based in the UK and is a FTSE 250 company. It has revenue of £1.8 billion and a workforce of 50,000 people worldwide.

Bruce has been in the outsourcing industry for 14 years and has held a wide variety of roles ranging from direct delivery through to sales, marketing and general management. Previous organisations include Amey, Mowlem Schlumberger and TYE Manufacturing both here in the UK and globally.

Bruce holds a Masters degree in Business Administration from Cranfield School of Management and a BSc in Electrical Engineering from Queen’s University, Canada and is a member of the Business Services Association Council.
